U.S. and China Announce $30 Billion for Tariff Relief + 2-Month Extension of Busan Agreement

Late Sunday evening, September 27, 2026, the White House released a list of $30 billion worth of products recommended for reduced tariff treatment by the U.S.-China Board of Trade under the new “30-for-30 Framework.”

Separately, Treasury Secretary Bessent and counterpart Vice Premier He Lifeng announced a 2-month extension of the one-year trade truce, officially referred to as the “Busan Agreement” to January 10, 2027. Included in that truce is agreement by the U.S. to pause implementation of Section 301 fees on Chinese-produced ships and cranes with China agreeing to grant licenses for exports of Chinese rare earth elements.

These announcements follow President Xi’s state visit to the United States for which Trump concluded “The meeting was one of Friendship, Strength, and Success, for both China and the U.S.A… Much has been, and will be, accomplished.” To recall, the concept of the U.S. – China Board of Trade was first announced following President Trumps visit to Beijing in May.

A White House Fact sheet can be found here, with USTR Ambassador Greer’s remarks here.

Board of Trade Product Recommendations

The U.S. Import List covers 77 HTSUS subheadings of Chinese-origin goods. Most notably, these include, but are not limited to:

  • fireworks;
  • artificial flowers and holiday decorations;
  • plastic tableware;
  • table, bed and toilet linens;
  • small appliances;
  • baby hard goods such as play yards, highchairs, booster seats, infant walkers, bouncers, swings, non-connected toys and car safety seats;
  • Outdoor and recreation products such as non-down sleeping bags, fish hooks, casts, leads and line;
  • flashlights; and,
  • certain-sized vacuum insulated drinkware.

The Chinese Import List covers over a thousand HTSUS subheadings encompassing about 30 percent of U.S. exports to China, including agricultural goods, seafood, wood products, cosmetics, and medical devices.

Rate of Reduction and Effective Date

The documents do not specify what tariff reductions will be provided to Board of Trade products or an effective date. The Terms of Reference for the 30-for-30 Framework however state that future reductions “will be determined and implemented in accordance with each side’s domestic legal processes.”

Review and Adjustments

Deputies will meet at least quarterly to track trade in covered products and may propose changes to the Principals. The two sides “do not envision making adjustments more frequently than on an annual basis.” Product values were set using calendar year 2024 bilateral trade data. The documents do not provide for public comment. SSA will continue to monitor developments and communicate updates as necessary.
